Call for submitting letters of Interest for participation on a public announcement for granting state-owned agricultural land

is herewith publishing a

CALL

For submitting Letters of Interest for participation on a public announcement for granting state-owned agricultural land under lease

I.

1) All legal and natural persons are called to submit their Letters of Interest for participation on a public announcement for granting state-owned agricultural land under lease.

2) The space of agricultural land in state ownership for which Letter of Interest may be submitted is 5353ha 95are 46m², allocated in four geographical units:

Geographical unit 1

Cadaster municipalities: Pesirovo, Amzabegovo, Knezje, Crniliste, Adzimatovo and Saramzalino.

Geographical unit 2

Cadaster municipalities: Gjuzemelci and Milino

Geographical unit 3

Cadastre municipalities: Lozovo and Karatmanovo

Geographical unit 4

Cadastre municipalities: Dorfulija, Kjoseleri, Adzi Begovo and Delisinci

3) The data about the agricultural land set forth in this public notice (for easements and other burdens, the condition in which the land shall be found, the cadaster data contained in the property or ownership certificate) are consistent with the cadastral evidence, and insight in these data for each area can be done on: www.mzsv.gov.mk

4) Each interested entity may submit a Letter of Interest for one or more geographical units

5) One geographical unit is inseparable.

II.

1) The duration of the lease of the land shall be the following:

- Growing olives for a period up to 50 years;

- Growing perennial plantations (vineyards, orchards, hops) and green houses, for a period of up to 30 years;

- Sports and recreational activities and rural tourism for a period of up to 30 years;

- Fish ponds, for a period of up to 20 years;

- Growing other agricultural crops for a period of up to 15 years;

- Meadows for a period of up to 15 years.

2) According to the Law on Agricultural Land, the following entities shall have the right to participate on the public announcement (bid) for granting state-owned agricultural land under lease:

- Domestic physical and legal entities, as well as foreign legal entities.

- Physical entities should be registered providers of agricultural activity and /or entities registered in the register of agricultural holdings and/or sole proprietors whose prevailing activity is agricultural production or processing of primary agricultural products.

-  Foreign legal entities have the right to participate on a public notice if they have subsidiaries registered in the Republic of Macedonia.

-  Agricultural production or processing of primary agricultural products should be the prevailing activity of domestic and foreign legal entities or their subsidiaries, or agricultural land should be required for carrying out scientific research activities.

-  The entities shall not have the right to participate on the public announcement if they haven’t fulfilled their obligations on the base of rent in connection with the concluded lease contracts for agricultural land in state ownership.

III.

1) Interested legal and physical entities that shall decide to submit a Letter of Interest according to this call may do that in the following manner:

- The Letter of Interest and the Business Plan should be submitted in a sealed envelope on which the indication “Letter of Interest on the Call for participation on the public announcement for granting state-owned agricultural land under lease” should be written in the upper left front corner and the words “Ministry of Agriculture, Forestry and Water Economy, Jurij Gagaring nr. 15 Street, Skopje” should be written in the middle of the front side of the sealed envelope.

2) The Letter of Interest may be made in a form chosen by the interested person or on a form that may be downloaded on www.mzsv.gov.mk.

3) The Business plan should obligatorily contain the following:

-          data about the participant,

-          the purpose for which it  is going to use the land,

-          material and technical equipping of the interested person,

-          number of employees that will be hired after granting of the agricultural land that is subject to its interest,

-          market aspects, planned investments and solvency of the interested person, and

-          expected production-economic results;

4) The  Letter of Interest  may be submitted within 30 days as of the date of publication of the call in the daily press

5) Physical and legal entities that shall submit Letter of Interest pursuant to this Public call shall be invited to take participation to the Public Announcement for granting state-owned agricultural land under lease that is subject to this call; the public announcement shall be published immediately after the expiry of the date for submission of the letters of Interest in accordance with this Call.

6) The only criterion for election of the most favorable bidder in accordance with the Public Announcement shall be the highest offered rent for the lease.

7) The minimum conditions in regard with the material-technical equipping (planned investments and assets for cultivation of the land), as well as the planned number of employees that should be fulfilled by the bidders, as well as all other required conditions and documents in accordance with the Law on Agricultural Land shall be defined in the Public announcement.
